INVITATION FOR TENDERS

Procurement of Specialized Machinery and Equipment

This Invitation to Bid follows the General Procurement Notice No 8422-GPN-42664 for this project published on the official website of the EBRD (www.ebrd.com) on 6 October 2016.

The State Communal Enterprise “Taraz Su”, hereinafter the Purchaser wants to use funds borrowed from the European Bank for Reconstruction and Development (the Bank) to co-finance the Taraz Water Project.

The Purchaser herewith invites suppliers to bid for procurement of specialized vehicles and equipment grouped in the lots as below:

Lot 1. Vacuum sewage tank truck (7 m3)

Lot 2. Vacuum sewage tank truck (3.5 m3)

Lot 3. Automotive service and supply unit

Lot 4. Dump truck

Lot 5. Loader crane truck

Lot 6. Electrical laboratory.

Bidders may submit their bids for one or more lots.

The expected Contracts completion time is 6 months for all lots.

Bidders from all countries are welcomed to bid for contracts financed by the EBRD. Loans provided by the EBRD cannot be used for payments to individuals and legal entities and for the import of goods prohibited by a decision of the United Nations Security Council under Chapter VII of the United Nations Charter.

Bidding documents are prepared in English with their unofficial Russian translation, and may be obtained free of charge at the address below.

Bidding will be conducted under the policies and procedures of the EBRD.

For a contract to be awarded, the bidder shall meet the following minimum criteria:

  • The average annual turnover of the bidder as a supplier (determined as the total amount of invoices received for contracts in progress or completed) over the last 5 years shall be equivalent to at least:

USD 500 000 for Lot 1;

USD 650 000 for Lot 2;

USD 700 000 for Lot 3;

USD 400 000 for Lot 4;

USD 300 000 for Lot 5;

USD 500 000 for Lot 6.

  • The bidder shall have access to or have available liquid assets, unencumbered real property, lines of credit or other financial resources sufficient for incurring the Contract related costs estimated as equivalent to at least:

USD 75 000 for Lot 1,

USD 100 000 for Lot 2,

USD 75 000 for Lot 3,

USD 50 000 for Lot 4,

USD 50 000 for Lot 5,

USD 75 000 for Lot 6,

taking into account the bidder’s commitments to other contracts.

  • Experience as a supplier in at least 1 (one) contract amounting to USD 150 000 or higher, successfully completed over the last 5 years and similar to the proposed Goods.

All bids shall be accompanied with Bid Securities properly issued as required by the bidding documents, in the amount of:

KZT 700 000 or convertible currency equivalent for Lot 1

KZT 800 000 or convertible currency equivalent for Lot 2

KZT 700 000 or convertible currency equivalent for Lot 3

KZT 500 000 or convertible currency equivalent for Lot 4

KZT 500 000 or convertible currency equivalent for Lot 5

KZT 750 000 or convertible currency equivalent for Lot 6.

Bids shall be submitted to the address below on or before 15:00 local time, on 30 October 2017, when the bids would be opened in the presence of bidders’ representatives wished to attend the bid opening.
