Methodology for Calculation of Water and Sanitation Services Provided

   …5. Individual cases of accounting for volumes of water and sanitation services provided

  1. The provided water service volumes are calculated when misuses and violations described below are revealed:
    1) Devices or tools used by a customer to misrepresent the meter readings. With account of full pipe flow rate, from the last inspection date to the meter readings falsification date, but no more than two months;
    2) Leaks in the customer’s water supply system, not installed or broken water meter. With account of full pipe flow rate, within the actual time of fault till its repair day. If the first day of leakage is impossible to determine, then from the last inspection date but no more than two months;
    3) When a customer (its representative) does not allow an employee of the service provider to inspect the water meter, from the last inspection date to the date of granting access to the water meter, with account of the full flow rate of the pipe with the installed water meter;
    4) With an unsealed water meter and/or a line bypassing a water metering unit (a shut-off valve), fire hydrants, from the last date of inspection of the water metering unit or fire hydrants to the date of their reseal by an employee of the service provider, but no more than two months, with account of full flow rate of the pipe or the fire hydrant;
    5) Upon unjustified opposing by a customer or its representative the water meter installation, from the date of opposing to the date of sealing of the water meter installed by an employee of the service provider, with account of the full flow rate of the pipe selected for the meter installation.
    The employee of the service provider composes a report on unjustified opposing by a customer or its representative the water meter installation. The report shall be signed by both parties. If the customer or its representative refuses to sign the report, it is signed by the employee of the service provider and a representative of the regional authority in use and protection of water resources, water supply and wastewater disposal or a representative of the territorial environmental protection authority, or a representative of the State Sanitary and Epidemiological Supervision, or a condominium representative;
    6) Non-notification of the service provider about a water meter failure – from the last date of inspection of the water meter to the date of identification of the broken meter but no more than two months, with account of the full flow rate of the pipe with an installed water meter;
    7) When a customer makes use of water from the water supply system of the service provider without the Service Contract – with account of full flow rate of the pipe, to which the customer was unauthorizedly connected, within the actual time of unauthorized water use till the detection (disconnection) date but no more than three months;
    8) When a customer makes use of water from firefighting system, except for using water for fire extinguishing – with account of full flow rate of the pipe feeding a fire valve or a fire hydrant used for unauthorized water use, within the actual time of unauthorized water use till the detection date but no more than two months;
    9) when a customer connected to the water supply system for watering purpose without an operating water meter – with account of the full flow rate of such a pipe, from the last date of inspection but no more than one month;
    10) Detection of an outflowing water pipe without an operating water meter – with account of the full flow rate of such a pipe, from the last date of inspection but no more than one month.
    The provided sanitation service volumes are calculated as per the provided water service volumes when violations and faults specified in Clause 22 of this Methodology are identified except for subclauses 2 and 9 of Clause 22, where the sanitation service volumes are not calculated.
    24. When data needed for calculation of sanitation service volumes are not provided by the service consumer not connected to the water system of the service provider, the sanitation service volumes are calculated as per the full flow rate of a gravity flow pipe at the connection point over the actual time of wastewater discharge.
    25. Discharge of surface runoff from a customer’s areas, including industrial and building ones to the water disposal system of a settlement, the sanitation service volumes are calculated as per the full flow rate of a gravity flow pipe, from the last date of inspection but no more than one month.
